If you have nothing happens when you start the client, there are no errors and the client simply does not start, or the error "LCID cannot run in this locale" appears:

Press the Windows key, type "Command Prompt" and click "Run as administrator".
Now enter the following commands one after the other and press Enter after each command.
ipconfig /flushdns nbtstat -RR netsh int ip reset netsh winsock reset
Wait for the process to complete and restart your computer.
